The Digital Regulation Handbook: A Guide for Digital Transformation

Digital applications now permeate all aspects of the economy and society, enabling us to access government services, make mobile payments, play games, listen to music, watch movies, travel more efficiently, and so on. With digital transformation affecting every aspect of our lives, this also poses new challenges for regulatory structures that have traditionally been organized on a sectoral or domain basis. In this digital world, it is increasingly apparent that it is the use of data that is the driving force. Consequently, the greatest challenge we now face concerns the way we regulate who is responsible for data and how it is collected, stored, processed, and shared. The World Bank and the International Telecommunication Union are pleased to present the Digital Regulation Handbook and Digital Regulation online Platform, the result of an ongoing collaboration over two decades between the two agencies. It aims to provide practical guidance and best practice for policy makers and regulators across the globe concerned with harnessing the benefits of the digital economy and society for their citizens and firms.
