The United Nations University’s Centre for Policy Research (UNU-CPR) is an independent think tank within the United Nations system. We focus on combining research excellence with deep knowledge of the multilateral system to generate innovative solutions to current and future global public policy challenges.  

In her new report, Ms Eleonore Pauwels, Research Fellow on Emerging Cybertechnologies, unveils a new era of hybrid opportunities and threats generated by the combination of artificial intelligence (AI) and other powerful dual-use technologies. The convergence of AI and affective computing, cyber- and biotechnologies, robotics and additive manufacturing raises complex global implications that are poorly understood. The spread of AI convergence across a wide range of state, non-state and transnational actors and entities means that the challenges of tomorrow must be addressed collectively and innovatively.
