Behavioural Science to Reduce Administrative Burden

To effectively create a smart and sustainable city through digital transformation, it is essential to have a well-defined action plan with targets, along with a funding framework to make decisions today that are in line with a city’s vision for tomorrow.

This paper presents an operating model for integrating BeSci throughout the program cycle (diagnose, design, test, scale, monitor, and evaluate), supported by a methods toolkit and guidance for rapid learning using administrative and survey data (both digital and manual). It also outlines safeguards for responsible implementation, including a human rights-based approach, transparency and accountability, inclusion and accessibility by design, and evaluation standards proportionate to risk, scale, and potential harm.

This social innovation toolkit provides valuable resources for young people, especially adolescents and girls, to develop their innovative ideas and accelerate collective efforts to end harmful practices like FGM and child marriage.

This session featured discussions with DCO, FAO, ICAO, IOM and UNESCO who shared their experiences starting with and progressing behavioural science application.
