UN Global Dialogue on AI Governance - Co-Chairs’ Summary

Across the two days of dialogue, the Co-Chairs observed four areas of emerging convergence. First, AI holds significant promise for sustainable development, innovation and better outcomes for people and societies, while also presenting wide-ranging social, economic, ethical, cultural, linguistic and technical implications, provided its opportunities are weighed against its risks and that capacity, not access alone, is built. Second, persistent divides in infrastructure, connectivity, computing power, data, skills, technical and institutional capacity continue to shape which countries can develop, govern and benefit from AI. Sustained investment, strengthened international cooperation and collaboration, capacity building, partnerships and knowledge-sharing and access to relevant technologies and resources are therefore essential. Third, respecting, protecting and promoting human rights, and in particular protecting children from AI-related harms, must be considered throughout the AI life cycle. Fourth, no single government, company or institution can govern AI alone. Strengthened international cooperation and multistakeholder engagement are needed to advance inclusive and interoperable approaches, and to identify areas of possible convergence, promote greater coherence and complementarity among existing initiatives and in that regard, the United Nations, with its universal membership, offers a distinctive convening platform for that work.
